A forty-year veteran of the right of way profession, Jim has held equity and executive positions in three right of way consulting firms. He was formerly Executive Vice President of the International Right of Way Association and published the newsletter, Land Rights News. Jim was also Right of Way Manager for one of the largest rural electric associations in the West. As one of Epic’s Board Members, he has a special interest in creating an environment in which all team members can thrive and provide exceptional service to each other and to Epic’s clients.

Casey Overcamp is an accomplished right of way and appraisal services leader who has managed projects for government entities, civil engineering firms, and the private sector. He creates a client-centric culture and mentors team members to deliver outstanding client service. Casey directed the development of Epic’s proprietary project management technologies, which help ensure cost-efficient and deadline-focused project execution. Casey is also a consummate public speaker, adept at articulating the complexities of right of way and relocation objectives to diverse audiences. He is a licensed real estate broker and a senior member of the International Right of Way Association (IRWA) who was voted Professional of the Year by his regional IRWA peers.

President Karen Starr possesses over 25 years of industry experience and extensive project management experience. Karen offers extended services including transaction negotiation, oversight of building demolition and environmental remediation, staff oversight, budget controls—crucial aspects of property and project management. She has worked extensively with local, state, and federal governments, public agencies, regulatory agencies, and utility companies. Central to her project management approach is unwavering attention to budget and schedule management, collaboration and communication, ethics, and safety. As a licensed General Contractor and Certified Property Manager, Karen brings added insight to project delivery.

As Epic’s Vice President of Operations, Steve Fox oversees projects throughout the West. Steve’s experience in the right of way industry includes directly managing and providing advisory support for a broad range of projects, from transportation to energy. He has worked with state transportation agencies and the private sector in California, Idaho, Oregon, and Washington. He combines an innovative approach to project delivery with Epic’s project management technologies to yield exceptional budget and schedule benefits for clients. Steve works closely with Epic professionals, mentoring them in all aspects of right of way services. He is a respected leader, a licensed real estate agent in four states, and is well-versed in federal, state, and local regulations.
