With more than 25 years of industry experience, Karen Starr, SR/WA, R/W-AMC, GC, CPM®, is Epic’s senior regional manager for the Southern California region. She is a seasoned project manager and has oversight of all client projects within the region. Karen’s comprehensive acquisition background includes single-family residential, multi-family, mobile home parks, and commercial and industrial properties, and she provides ancillary services ranging from community outreach to managing building demolition and environmental remediation. Karen has worked extensively with local, state and federal governments, including numerous cities and counties, Caltrans District 8, Caltrans Local Program, the Federal Highway Administration, and federal and state regulatory agencies, as well as utility companies. Central to her project management approach is unwavering attention to budget management, meeting deadlines, collaboration and communications, ethics, and safety. As a licensed general contractor, Karen brings added insight to project delivery and is able to effectively convey construction plans in lay terms, an asset that has proven invaluable when working with the public.
Certified senior right of way professional Kim Bibolet, SR/WA, has an abundance of negotiation, acquisition and property management expertise. She has worked closely with numerous municipalities, state agencies and private companies on transportation, water and energy projects. Kim has been involved in all aspects of right of way work, including appraisals, title reports, environmental assessments, escrow coordination, encroachment procedures, permitting and more. As a client representative, she is acutely aware that success is dependent upon listening to residents and business owners, being accessible, expeditiously responding to their questions and concerns and developing trust. Kim is a licensed real estate sales professional and is safety certified through Metrolink and BNSF Railway.
