The Epic Land Management Team
Epic Land Solutions, Inc. is a full service right of way/real estate consulting firm. Its purpose is to help clients secure and manage the real property interests they need to construct and maintain infrastructure facilities.
The Epic management team came together out of the collective belief of long-time practitioners that there needed to be, in the right of way consultant's market place, a company that brought modern management techniques and new ways of thinking to the business of acquiring land for public agencies. Our management team is 100% accountable and responsible for Epic's work product, and actively seeks feedback and suggestions on our services.
Holly Rockwell, R/W-NAC, President
After graduating with a Bachelor of Science in Economics from the Wharton School of Business at the University of Pennsylvania in 1993, Holly accepted an offer from Arthur Andersen, LLP. During her years with Andersen, she completed assignments and projects in Los Angeles, New York, and London. Andersen advanced Holly to the position of Manager in 1998 and put her in charge of several high-profile, large-scale projects. In 1996, she became a licensed Certified Public Accountant in the State of California. Her right of way background includes internships with Land Rights News and the International Right of Way Association.
Jim Overcamp, SR/WA, Vice President
For over 30 years, Jim has been engaged in the right of way and real property industry working as a manager in a large utility, as CEO of the industry's professional association, as executive editor of an industry newsletter and a magazine, and as a consulting expert and project manager to infrastructure building public and private clients. He has brought to successful conclusion thousands of real property transactions, managed hundreds of projects, conducted research, and authored many reports and proposals. He has broad and deep knowledge of the business and knows the key players. He has been a member of the International Right of Way Association since 1974 and has held the Senior Member designation (SR/WA) since 1982.
Lynette Overcamp, SR/WA, Vice President
Ms. Overcamp has over twenty years of right of way experience. She is highly knowledgeable in acquisition and relocation assistance, and familiar with the State and Federal laws pertaining to those areas. She has managed City, County, Pipeline, Redevelopment Agency, and School District projects. In addition to negotiation and acquisition and relocation assistance, other areas of responsibility include records management, siting/routing feasibility, surplus property sales, property management, litigation support, permitting and ownership and title research. She is a licensed salesperson in the State of California and a Notary Public.
Casey Overcamp, Vice President
Mr. Overcamp has over 13 years of project management experience. He has managed several multi-million dollar projects across the country and prides himself on being a problem solver. Mr. Overcamp combines strong organizational skills with his experience in real estate and right of way. He has extensive project management experience, and is particularly knowledgeable in planning, monitoring, and cost containment for clients. His background in the high-tech industry has provided him with an in-depth understanding of the establishment and maintenance of databases for a number of different right of way purposes. Prior to joining Epic, Mr. Overcamp managed several key projects for First American Title Corporation.
Ray Mehler, Regional Manager
Mr. Mehler has over 20 years of experience in public and private sector project management. His engineering experience helps agencies navigate both the real estate and design issues of complex rail and highway projects. His large project experience enables him to perform large acquisition and relocation projects efficiently, effectively and with high client satisfaction. Mr. Mehler holds a Bachelor of Science in Engineering from the University of Michigan and Master of Public Administration from Syracuse University's Maxwell School. He is a member of IRWA and is working toward his SR/WA designation and Relocation Certification. He is also a member of the American Society of Civil Engineers and the Project Management Institute.
Debra Lundy, SR/WA, R/W-NAC, Regional Manager
Debbie Lundy joined Epic in July 2006 after having spent the previous five years working with the City of San Diego. Her first position with the City was as a Land Use Paralegal in the Office of the City Attorney, where she researched and analyzed land use issues, worked on condemnation and inverse condemnation cases, and provided legal support to advisory and litigation attorneys. She then joined the City's Real Estate Assets Acquisition and Valuation Division as a Property Agent, handling acquisitions, sales, and valuation research. Debbie is an active Senior Member of the IRWA (SR/WA) and is on the Executive Board of Chapter 11 (San Diego). She is a graduate of San Diego State University with a Bachelors Degree in Political Science, she holds a Paralegal Certificate from the University of San Diego, and is a California Licensed Salesperson.
Karen Starr, CPM®, Regional Manager
Ms. Starr has more than 20 years experience in all aspects of property management and project management. Ms. Starr is a Certified Property Manager, California Real Estate Broker, California General Contractor, a member of the International Right of Way Association and Women in Transportation. Property management experience includes over one million square feet of commercial and residential property in Los Angeles and San Bernardino County. Ms. Starr has an in-depth knowledge and understanding of Landlord and tenant law, and all applicable government regulations relative to leasing. Ms. Starr has a demonstrated talent for working with diverse organizations and all levels of management.
Steve Fox, Regional Manager
Mr. Fox has been engaged in the right of way and real property industry for over 6 years. After tremendous project success in Epic’s San Diego office, Mr. Fox was promoted and transferred to lead Epic’s Northwest team. His project management experience includes transportation, redevelopment, utility and wind energy projects. He has a combination of education and experience in right of way that enables him to be a leader in planning, scheduling and coaching agents and subconsultants. With a background in Fixture & Equipment Appraisal, he has a solid working knowledge of appraisal and engineering practices used in property acquisitions.
Duncan Robb, SR/WA, R/W-AMC, Project Manager
Mr. Robb brings over 30 years of public and private sector right of way experience to Epic. For 16 years he was a Real Estate Project Manager for the Los Angeles Metropolitan Transportation Authority (MTA) where he led the acquisition, management of MTA’s real property assets. He provided professional real estate services to over 5,000 tenants, licensees and other users of MTA properties as well as SANBAG, PBLCA and City of Los Angeles properties under formal management contracts. He managed a large staff responsible for a lease portfolio generating over $13 million in annual lease revenue. . Mr. Robb is a Senior Member and certified Asset Property Manager of the International Right of Way Association.
Walt Evans, SR/WA, R/W-RAC, Project Manager
Mr. Evans has been engaged in the right of way and government real property industry for over 20 years working in various capacities including utilities relocation/engineering coordinator, relocation assistance program coordinator, acquisition agent, manager for asset leasing and airspace valuations, and has additional experience in appraise/acquire, replacement housing valuations (RHV), relocation housing estimates and studies, and freeway logos. He is experienced in a variety of eminent domain activities with strict Uniform Act and 49 CFR 24 compliance. His prior work history includes 14 years of employment at CalTrans in various capacities, a position as the senior realty specialist for the Naval Facilities Engineering Command, and a position with the County of Riverside as a Real Property Acquisition Agent. Mr. Evans is a Senior Member of the IRWA (SR/WA), is certified in Relocation Assistance (R/W – RAC).
Tom Petrosky, SR/WA, Project Manager
Mr. Petrosky has over 10 years experience in the Right of Way industry, with specific expertise in permitting, easements, acquisition and negotiation, and title research. Prior to Epic, he worked for NV Energy in Las Vegas, Nevada as a Right of Way Agent acquiring land for distribution and transmission lines. He also worked for the City of San Diego Real Estate Assets Department where he worked closely with the California Department of Transportation, Department of the Navy, and Port of San Diego. He has worked with major public entities such as the Bureau of Land Management, Union Pacific Railroad, Bureau of Reclamation, Nevada Department of Transportation, BNSF Railroad, and San Diego Water Authority. Mr. Petrosky is a Senior Member (SR/WA#5685) of the International Right of Way Association.
Michael Kaiser, Project Manager
Mr. Kaiser has been a corporate real estate manager with nearly 40 years of experience in land acquisition and sales (both fee and easement parcels), appraisal, title review, property management, and contract preparation. Twenty-six of these years were spent with the Southern California Edison Company. He has coordinated environmental reviews, entitlement processing, zone changes and general plan amendments for many types of properties.
Rod Bliss, SR/WA, Project Manager
Mr. Bliss has worked in the Right of Way industry for over 25 years. Mr. Bliss has managed projects for Washington County and the Oregon Department of Transportation for over 20 years. His range of experience in the Right of Way field includes working as a Right of Way agent as well as a Senior Right of Way Agent and most recently as Right of Way Supervisor with County of Washington. As Supervisor, he oversaw the work of five Right of Way Agents, two Survey Techs and Clerical staff. He has also worked for the Douglas County Assessors Office as a residential and commercial appraiser. Rod’s strengths include cost estimation, public outreach, and overseeing budget and time restraints on projects. Mr. Bliss is a Senior Right of Way Member with the International Right of Way Association (IRWA).
BJ Swanner, GIS Manager, Project Manager
Mr. Swanner is a GIS Manager with a history of successfully implemented GIS projects in a variety of applications. His skills include geospatial data analysis and database management. He has supported a number of acquisition, relocation and property management projects by providing real time data and analysis for redevelopment agencies, utility companies, alternative energy companies and transportation agencies. His skills include exceptional data acquisition capabilities from both internet and real world sources.
