The Epic Land Management Team
The Epic management team came together out of the collective belief
of long-time practitioners that there needed to be, in the right of way
consultant's market place, a company that brought modern management
techniques and new ways of thinking to the business of acquiring land
for public agencies. Our management team is 100% accountable and
responsible for Epic's work product, and actively seeks feedback and
suggestions on our services.

Holly Rockwell, President
After graduating with a Bachelor of
Science in Economics from the Wharton School of Business at the
University of Pennsylvania in 1993, Holly accepted an offer from Arthur
Andersen, LLP. During her years with Andersen, she completed
assignments and projects in Los Angeles, New York, and London. Andersen
advanced Holly to the position of Manager in 1998 and put her in charge
of several high-profile, large-scale projects. In 1996, she became a
licensed Certified Public Accountant in the State of California. Her
right of way background includes internships with Land Rights News and
the International Right of Way Association.

Jim Overcamp, SR/WA, Vice President
For
twenty-six years, Jim has been engaged in the right of way and real
property industry working as a manager in a large utility, as CEO of
the industry's professional association, as executive editor of an industry
newsletter and a magazine, and as a consulting expert and project
manager to infrastructure building public and private clients. He has
brought to successful conclusion thousands of real property
transactions, managed hundreds of projects, conducted research, and
authored many reports and proposals. He has broad and deep knowledge of
the business and knows the key players. He has been a member of the
International Right of Way Association since 1974 and has held the
Senior Member designation (SR/WA) since 1982.

Lynette Overcamp, SR/WA, Vice President
Ms.
Overcamp has over twenty years of right of way experience. She is
highly knowledgeable in acquisition and relocation assistance, and
familiar with the State and Federal laws pertaining to those areas. She
has managed City, County, Pipeline, Redevelopment Agency, and School
District projects. In addition to negotiation and acquisition and
relocation assistance, other areas of responsibility include records
management, siting/routing feasibility, surplus property sales,
property management, litigation support, permitting and ownership and
title research. She is a licensed salesperson in the State of
California and a Notary Public.

Casey Overcamp, Vice President
Mr.
Overcamp combines strong organizational skills with his experience in
real estate and right of way. He has extensive project management
experience, and is particularly knowledgeable in planning, monitoring,
and cost containment for clients. His background in the high-tech
industry has provided him with an in-depth understanding of the
establishment and maintenance of databases for a number of different
right of way purposes. Prior to joining Epic, Mr. Overcamp managed

Duncan Bush, SR/WA, Regional Manager
Mr. Bush has almost twenty-five years
of experience in the real estate and right of way industry. He has a
wide range of skills, including assessment and land planning,
appraisal, right of way project coordination, and negotiation and
acquisition. Mr. Bush’s 14 year employment with CalTrans provided
him with superior knowledge in Federal and State right of way
regulations. As Right of Way Project Coordinator he was responsible for
addressing right of way issues and providing alternatives and solutions
to right of way problems. His experience with CalTrans also included
valuation of proposed projects for the Right-of-Way data sheets, cost
to cure damages, loss of goodwill, remainder values, determination of
larger parcels, mitigation costs, material sites, outdoor advertisement
costs, air space sites, relinquishment properties, special use
properties, mining operations, functional replacement properties,
environmentally sensitive and contaminated properties. In addition to
the Federal Highway Administration, he has worked at length with other
federal agencies including the Army Corps of Engineers, Department of
Fish and Game, Bureau of Land Management, Bureau of Indian Affairs, US
Forestry, and various military reservations. His experience with
CALTRANS also includes planning and coordinating utility relocations.
He holds a California Real Estate Sales License. He has been a member
of IRWA Inland Empire Chapter 57 for 17 years and is the current
Professional Development Chair overseeing all new SR/WA certifications.

Ray Mehler, Regional Manager
Mr. Mehler has nearly 20 years of
experience in public and private sector project management. He brings
process and systems background to enable Epic to perform large
acquisition and relocation projects efficiently, effectively and with
high customer satisfaction. Mr. Mehler is a member of IRWA and is
working toward his SR/WA designation and Relocation Certification. He
is also a member of the Project Management Institute. Currently Ray is
the Project Manager for one of Epic’s most significant acquisition
and relocation efforts for Los Angeles Unified School District. He is
overseeing 12 agents in the acquisition of over 80 parcels and the
relocation of almost 180 residences and businesses.

Nick Newman, SR/WA, Regional Manager
Mr. Newman has a very broad range of
right of way experience gained through involvement in many large-scale
right of way projects. Mr. Newman has helped manage the real estate
phases of two large Oregon transit projects with a combined budget
exceeding $670 million. Prior to his transit experience, he performed
management oversight in the state of New York for the Lower Manhattan
Recovery Office that acquired over a $140 million in real estate and
involved over 130 business and residential relocations. In addition to
his involvement in many major FHWA and FTA projects, his diverse
experience contributes to his overall right of way expertise. He
functioned as an environmental consultant, title researcher and
appraisal researcher. He led the relocation efforts for Colorado
Department of Transportation Region 4. Mr. Newman has assisted several
local public agencies with its right of way needs. Public agencies seek
his creative approaches to particularly complex negotiations and
relocations. He has maintained an active real estate license since
1996. Mr. Newman is a licensed real estate broker in the state of Oregon.
Debra Lundy
, Regional Manager
Debbie Lundy
joined Epic in July 2006 after having spent the last five years working with the City of San Diego. Her first position was as a land use paralegal in the Office of the City Attorney where she researched and analyzed land use issues, worked on condemnation and inverse condemnation cases, and provided oversight to interns participating in a University of San Diego Paralegal Program. She then moved to the City's Real Estate Assets Acquisition and Valuation Division as a Property Agent, handling acquisitions, sales, and valuation research. Debbie is an active member of the IRWA Chapter 11 in San Diego and is currently working to obtain the Senior Right of Way Member designation (SR/WA). She is a graduate of San Diego State University, and also holds a Paralegal Certificate from the University of San Diego, a Salesperson License, and a Notary Commission.
Walt Evans
, SR/WA
Mr. Evans has been engaged in the right of way and government real property industry for over 17 years working in various capacities including utilities relocation/engineering coordinator, relocation assistance program coordinator, acquisition agent, manager for asset leasing and airspace valuations, and has additional experience in appraise/acquire, replacement housing valuations (RHV), relocation housing estimates and studies, and freeway logos. He is experienced in a variety of eminent domain activities with strict Uniform Act and 49 CFR 24 compliance. His prior work history includes 14 years of employment at CalTrans in various capacities, a position as the senior realty specialist for the Naval Facilities Engineering Command, and a position with the County of Riverside as a Real Property Acquisition Agent. One of his larger projects was to move and relocate in excess of 500 displaced businesses and residential occupants as part of a highway project. Mr. Evans is a Senior Member of the IRWA (SR/WA), is certified in Relocation Assistance (R/W – RAC) and is currently the Chair of the IRWA Chapter 57 Professional Development Committee. He holds an MBA degree and has all of the requisite experience and education for the California Brokers License. He is based full-time out of Epic’s Riverside office.
Karen Starr
,
Project Manager; Certified Project Manager
Ms. Starr is a Certified Property Manager with more than 20 years experience in all aspects of property management and project management. Ms. Starr’s property management experience includes over one million square feet of commercial and residential property in Los Angeles and San Bernardino County. The various types of properties are comprised of neighborhood retail centers, industrial parks, residential and restaurants. Ms. Starr has an in-depth knowledge and understanding of Landlord and tenant law, and all applicable government regulations relative to leasing. She has managed all financial transactions including rent collections, monthly reports, financial statement reviews and budget preparation. Ms. Starr has a demonstrated talent for working with diverse organizations and all levels of management. She has been directly involved in all property maintenance, security, CAM reconciliations, tenant improvements, center remodels and special projects. |
