Summary of Qualifications


 

Mr. Overcamp brings together Project Management and technology skills to manage and deliver successful projects. Mr. Overcamp has managed several key right of way projects for cities, counties, transportation agencies, and utilities. Using his extensive background in large-scale software projects, Mr. Overcamp has managed the development of several custom right of way database applications including integration with GIS (Geographic Information Systems). In addition to negotiation and acquisition, Mr. Overcamp also has experience in Property Management including acting as a liaison between property owners and tenants, developing procedures for the managing property, and managing the receivables. Having a degree and experience in accounting, Mr. Overcamp understands the financial picture of a project and manages the budget accordingly.

After establishing an expansion office in Orange County, California, Mr. Overcamp now manages Epic’s Northwest Regional offices in Portland, Oregon. Using his experience in the high-tech industry, Mr. Overcamp also heads Epic’s technology services including custom database application development, GIS (Geographic Information Systems) integration and implementation, and other right of way support tools. Mr. Overcamp’s negotiation and acquisition experience combined with creative problem solving approaches, make him successful at managing right of way projects.

 

Project Coordinator

Irvine Technology Corporation

Coordinator for several large-scale, concurrent software and hardware projects to support a nation-wide role out of an enterprise web application. As part of the Office of Project Management team, Mr. Overcamp worked to develop and implement project management processes and practices in order to ensure a standardized approach to project planning, management, and successful completion of projects. He authored multiple project management processes and policies. Mr. Overcamp facilitated the communication and coordination of projects involving multiple departments including application development, network operations center (NOC), user advisor group, and application interface development team. He conducted training for Project Leads upon implementation of new processes and policies and conducted a financial feasibility study for opening an off-shore application development center.

Mr. Overcamp reported directly to the Vice President of Product Development, managed flagship products lines through full product life cycle. Using competitive analysis, market research, and business objective, determined required product enhancements and new product development. Mr. Overcamp also organized customer focus groups regarding product features.

Mr. Overcamp managed project scope, schedule, and budgets for multiple supply chain improvements software projects including a multi-million dollar, high profile project. He also managed technical staff in the development of external design documents as well as corresponding detail design documents. Mr. Overcamp also reported project status’ to the Executive Team.
