The Oregon Chapter of the International Right of Way Association (IRWA), Beaver State Chapter 3, featured EPIC’s Senior Appraiser, James Arnett, MAI, in the June 2020 issue of the chapter newsletter, “Beaver Tales.” James’ article, “Valuation in the Time of COVID,” provides expert insight into potential changes to valuation standards for public acquisition. In keeping with EPIC’s principles of integrity, adaptability, and credibility, James considers, “How can we perform our work to the necessary standards while adjusting to our new reality and producing a credible opinion of value in these uncertain times?” His answer is a familiar one for experienced appraisers: “It depends.” As public health remains a concern and market conditions fluctuate daily, the future of in-person site inspections and market valuations is unclear. James explores thought-provoking solutions and approaches to valuation problems, such as extraordinary assumptions and market condition adjustments, and humbly notes that his ideas are subject to change. What remains clear and unchanging is that James and his fellow appraisers must remain “impartial” despite the challenging market. James and EPIC staff are doing their best to stay true to high standards and lead the way forward for a changing industry.
